Questions : How to connect multi AR-721H to control the same AR-401RO16 through Ethernet?

AR-401RO to be connected via ethernet to the hub.
Also to the same hub customer would like to connect 2 x AR721HV with one AR-727CM.
If a card is flashed from whichever AR721HV we would like to operate certain outputs of AR-401RO, depending on user privilege.
Step.1 Hardware configuration:
2 units of AR-727CM
Setting the first unit with IP: 192.168.1.172, setting the second unit with IP :192.168.1.171
2 units of 721HV3 with node ID 001 and node ID 002
1 unit of AR-401RO16
1 unit of AR-321L485
Notes: TTL communication signal is less than 2 meter, so if the distance between two 721H or many 721H is longer than 2 meter, you should connect each721H with each 727CM separately.
Step.2 Setting IP parameter:
Channel 1 setting:
Protocol: UDP
Operation Mode: Server
Local Port: 1621
Remote Port: 0
Remote IP: 0.0.0.0
Baud Rate: 4800
Date Bits: 8
2. Set Channel 1 parameter of the first 727CM with IP: 192.168.1.172 as client according to the following figure:
Channel 1 setting:
Protocol: UDP
Operation Mode: Client
Local Port: 1621
Remote Port: 1621
Remote IP: 192.168.1.171
Baud Rate: 4800
Date Bits: 8
Set Channel2 parameter of the first 727CM with IP: 192.168.1.172 as server according to the following figure:
Channel 2 setting:
Protocol: TCP
Operation Mode: Server
Local Port: 1623
Remote Port: 0
Remote IP: 0.0.0.0
Baud Rate: 9600
Date Bits: 8
Step.3 When the two 721H connect to PC by the Channel 2 of 727CM with IP: 192.168.1.172
